Yes, harbor authorities are very suspicious, but being associated with a professional photographers association and staying within the bounds of public roads definitely helps with any inquiries they have. We actually got questioned by the harbor security. 

For more sensitive subjects, or direct access on the premises, I usually inquire directly at the harbor authorities PR / Communications department.</description>
